١
-خبّأتُ صوتي في عبوةٍ ، وأغلقت عليه بإحكامٍ كي لا ينفجر ، فحولي أجسادٌ من أعوادِ الكبريت يرتدون ملابسَ البشر ، ومكتبي من بنزين.

الجراح/المسافات أوسع من أن يلمّها مبضع الجرّاح أو ترقعها أنفاسكِ في سمّاعة الهاتف ، أو صيحاتُ النصر المؤقّت حتّى يفزّ الحصار مجدّداً ونعودَ لنحصيَ أعدادَ القتلى ونزيد الأسرّة في غرف المشافي ودورِ اليتامى ، ثم نسألُ اللهَ مجدّداً ببلاهة "متى يموت الموت؟".

جئتكِ أعرجاً، فتفتُّ عظامي في ركلِ الغرفِ الحديديّة ورجالِ الشرطة والأصدقاء الحمقى ، عصاي بيضاء كشيبِ أبي وكقلبِ أمّي ، أهشُّ بها على الذباب/الخيبات لكي تفلّ عنّي ، فتتكوّم عليّ أكثر، نسيتُ أنَّ عصاي من صنعِ يديكِ وأنّ يديكِ من سكّر.

من يخبرُ الشارع الذي عبرني قبل قليل ونسي أعقاب سجائر مالبورو عليها أحمرُ شفاهٍ لفتاةٍ أعرفها، أن يعيد إليّ عكّازي والذاكرة؟

I WITHSTAND 

1- I hid my voice in a box, and I sealed it from erupting, surrounded by sulfur pellets in human clothing, and my podium is made of gasoline (Benzene). 

2- The wounds are too wide to be turned into scars, or patched up by your broadcasted voice or the cries of temporary whithering victory screaming until the siege fades again and We revert to count the fallen, mount the beds in sickrooms and orphanages. Then again, we impolitely ask God, “When will death dies?"

3- I came to you marred; My bones cracked hacking metal rooms, copers, and half-witted intimates. Ashen cane on par father's grey hair and mother's heart, pelting flies/disillusionment to evade me yet heaping me still, obliviated that my cane is of the making of your hands, and your hands are of sugar. 

4- Who would tell the thoroughfare that just crossed me and forgot the Malboro cigarette’s butt with a familiar lass red lipstick to bring back my crutches and recollection?

على خط المواجهة: المشي منقسماً نصفين

أنا لست "لاجئاً" في برلين، لقد تركت هويتي الخاصة باللاجئين في إسطنبول، تلك المدينة التي كانت صديقة لي، المدينة التي علمتني كيف أرقص، والمدينة التي حوّلتني إلى "إسفنجة حانات". سافرت إلى برلين بعد "حظر دخول المسلمين" الذي فرضه ترامب، إذ لم أستطع دخول الولايات المتحدة بالرغم من حصولي على منحة دراسية لإكمال دراستي في هندسة النفط. لكن كان عندي فرصة للدراسة في برلين، أنا هنا بتأشيرة طالب، لكني لازلت لاجئاً هناك في إسطنبول.

موروثٌ في شخصيتي أن أكون دوماً باحثاً عن وطن وأن أرقص عندما أسمع الموسيقى العربية، حتى وإن كنت في دوامة أحزاني. وضعت سماعات الأيربودزالجديدة في أذنيّ، السماعات التي حصلت عليها كهدية لعيد ميلادي، ثالث عيد ميلاد لي على الإطلاق. عمري 29 سنة، ولم أحظ أبداً بحفل عيد ميلاد في سوريا.

أبدأ بالتفكير في المدينة التي أنتمي إليها، تشتبك الذكريات في رأسي وتتشوش. أنا أنتمي  لاسطنبول ولدير الزور، وعندما عندما أفكر في "الوطن" أشم رائحة المياه والأنهار والمحيطات.

افتح "تطبيق الرسام" على هاتفي، أرسم نهراً باللون الأزرق، وحبيبةً بالأحمر. يبدو أن هذا هو وطني.

تبدأ الموسيقى ببطئ بينما أستقل المصعد إلى الطابق الأخير من مبنى مكتبي. أبدأ بمطاردة خطوط نهر شبريه. هذا النهر لا يشبه الفرات أبداً -مسقط رأس الحضارة التي أنتمي إليها-. ولا يبدو مثل محيط البوسفور في اسطنبول. المباني الحديدية وموسيقى التكنو تحاصر نهر شبريه هذا.

أبدأ بالتفكير ببرلين من الأعلى، لقد أعيد بناء بوتسدامر بلاتس بالكامل بعد سقوط جدار برلين، وأنا الآن في أعلى مبنى في هذه المنطقة، مركز رأسمالي حيث الكثير من المنظمات غير الحكومية والشركات تتخذ مكاتب لها هنا. أراهن أن هناك مئات الجنسيات في هذا المبنى كل صباح، لكنه يوم السبت والساعة 8.30 مساء، وعلى الأرجح أن الناس تستعد للذهاب للرقص في مكان ما. المكان يتغيّّر ويتحول مع الوقت، وكأنني في منطقة مختلفةٍ تماماً.

أنا لوحدي في المبنى: أنا والأضواء فقط.

كنت أعتقد -في أول مرة أستقل فيها الطائرة من إسطنبول إلى نيويورك في عام 2015- أن الله سيكون سعيداً حين ينظر إلى إسطنبول من القمة. كنت أقول لنفسي: "إنها المدينة التي تجعل الله يضحك". والآن، بينما أنا في الطابق ال‍ 20 من برج  "أتريوم"، أسأل نفسي عما إذا كان الله يشعر بالسعادة حين ينظر إلى برلين من الأعلى. بماذا سيفكر الله حين ينظر إلى مدينة مليئة بالأضواء، والحديد، والأسئلة؟ ما هو "الله" أصلاً؟ هل هو ذكرٌ أم أنثى؟ كنت الولد المتدين الوحيد في عائلتي، ولم أشكك أبداً في وجود "الله".لكن برلين مدينة أسئلةٍ استثنائية ولا إجابات هنا. هي لن تجيب أبداً.

إلى -كل ما هو صلب يذوب في الهواء - 

يكتب مارشال برمان: "أن نكون عصريين يعني أن نجد أنفسنا في بيئة تعدنا بالمغامرة، والقوة، والفرح، والنمو، والتطور في أنفسنا والعالم، وفي الوقت نفسه، تهددنا بتدمير كل ما لدينا، كل ما نعرفه، وكل ما نحن عليه" (2). هذا التصريح لا يتعلق فقط بالتنمية الحضرية والدمار الذي يسببه البشر، بل يشير أيضاً إلى كياناتنا و شخصياتنا. لم أعد نفس الطفل الذي ينام في الشوارع.

في مدينتي، كنت أهرب إلى الشوارع إذا قُطعت الكهرباء. وصدقوني، هذا حدث كثيراً. أحببت الظلام لأنه فتح لي النوافذ/الأعين نحو السماء. لم يكن هنالك ضبابٌ، ولا سحب، ولم تثلج أبداً في مدينتي. كنت أتمدد في الشارع وأنظر إلى السماء، و أبدأ بتسمية النجوم بأسماء أشخاصٍ يعنون لي الكثير.

الآن، أنظر إلى برلين من الأعلى، وأسأل نفسي، كيف سقطت السماء في الشوارع؟ كيف حصلوا على كل هذه النجوم في مثل هذه الشوارع الفارغة؟ ما الأسماء التي يمكنني إعطاؤها لأضواء الشوارع هنا؟ ما هو الحب؟ ماذا عني أنا؟

بدأت بالمشي من منطقة بوتسدامربلاتس باتجاه محطة قطار الأنفاق. والليل صديق للاجئين والعمال المتعبين، يغلف وجوههم بالظلام تماما كما يختبئ الباكون تحت المطر. النهر بجانب المحطة، له جسرٌ مثبّت فوقه. أما أنا فأتذكرُ جسر قُبلتي الأولى. الجسر الذي  دُمّر تماماً الآن. أنا على جسرٍ بلا ذكريات لي، ولكن فيه روح جسر طفولتي.  الجسر الذي يقطع النهر إلى نصفين. ينهار الفضاء، ويقطعني الجسر إلى نصفين أنا الآخر. النهر هنا أيضاً مختلفٌ عن النهر في مدينتي. هناك، هو مثل وريد، أو جدة سخية تستمر في إطعامك، حتى لو أقسمت لها ألف مرة أنك تشعر بالشبع.

الفرات هو أنا، يستمر في الطوفان، يستمر في الحركة، لا يتوقف أبداً.الفرات هو أنا. 

في برلين، يقطع النهر النجوم، الأضواء، والمباني التي بنتيت حديثاً. في ليل هذه المدينة يوجد القليل من البشر. أنظر حولي، لا أحد هنا. فأصرخ.

آخذ ال‍أوبان (U-Bahn قطار الأنفاق) وأذهب إلى هرمانبلاتس، قبالة سونينالي المعروف ب‍ "شارع العرب." المكان الذي يراه "اللاجئون" بيتاً لهم، بين الأسماء العربية للمطاعم وأسواق السوبر ماركت ومقاهي الشيشة. هنا أيضاً الحداثة تعبر عن نفسها على مستويات عدّة. كل هذه العولمة في حي واحد. ماكدونالدز قريب من مطعم الدمشقي، والعديد من الدراجات الكهربائية ترتمي بالقرب من شاب يطلب "المال لشراء الحشيش"، كما تقول لافتة الكرتون التي يحملها.

في مقالته "المشي كأسود"، يتحدث جارنيت كادوجان عن تجربته كشاب جامايكي أسود يمشي في نيو أورليانز: "لم أكن مستعداً لأي من هذا. كنت قد أتيت من بلد ذي أغلبية سوداء حيث لم يكن أحد قلقاً مني بسبب لون بشرتي. والآن لم أكن على يقين من يخافني." هكذا  شعرت ألف مرة في برلين.

"شارع العرب" هو المكان الذي أعيش فيه واقع كوني "طبيعياً" الشارع الذي يشبهني فيه أغلب الناس. أسمع العربية كل مترين أثناء سيري. أشم رائحة الطعام "العربي" في كل ركن، رغم أن عمال المطاعم ليسوا كرماء مع الصلصات والنكهات كما كانوا في السابق في سوريا.

لا يغلق الشارع العربي أبوابه أمام البرلينيين. رائحة الزيوت المقلية موجودة دائماً، كصديقٍ أو كعدوٍ للمارة. أصرخ مرة أخرى أمام المطعم، بينما يضحك عليّ طفل يقف بجانب أمه.

كل التاريخ يتحرك نحو هدف واحد، ظهور الله.

حرك ستيفن إبهامه نحو النافذة قائلاً:

- صرخة في الشارع، أجاب ستيفن.

في سوريا، كنت أصرخ من أجل الحرية والديمقراطية مع أصدقائي منذ الأيام الاولى للثورة. خرجت إلى الشوارع، كنت أطارد الموت والحياة، أغيظهم، وأزعجهم كصديق. لم أرد أن أموت، لكنني أيضاً لم أكن لأهتم إن حدث ذلك. كنت في كل مرة أخرج، ألقي قبلة على خد أمي و أطلب منها أن تسامحني. كان الصراخ تعبيراً عن المقاومة. كانت أبجدية حريتي. كان الصراخ إحتفالاً بكل القيم التي آمنت بها.

خلال سيري في برلين، صرخت ثلاث مرات فقط. على الجسر، أمام المطعم، وفي مقهى الشيشة، وأنا أنادي فتى الشيشة ليجلب لي المزيد من الفحم. أدخن الشيشة كل يوم، إلى أن يؤلمني حلقي. إلى أن أشعر بنفس الألم في حلقي الذي شعرت به في سوريا، عندما كنت متظاهراً. لم أذق أبداً"صرخةً" ممتازة بعد مغادرتي سوريا. لم أعرف أبداً اللغة التي يجب عليّ أن أصرخ بها خارج مسقط رأسي. هناك كان هنالك معنىً مختلفاً لصوتي، الآن لا أشعر حتى بجدوى صرخاتي.

فقدت صوتي في حفل غنائي حين كانت فرقة سورية تدعى "خبز دولة" تغني عن الوطن والأنهار. الآن لا أعرف ماهو الوطن. الآن لا أصرخ كما أريد. خلال هذا المشي، هذه الصيحات الموصوفة كان لها القليل من المعنى. ومع ذلك، جعلتنني أقفز مرة أخرى إلى الذاكرة؛ جعلت المكان يختلط عليّ، وجعلتني أرتبك أنزعج وأشعر بالسعادة  - ألف شعور في صيحة واحدة- شممت رائحة الفرات عندما كنت واقفا على الجسر قرب بوتسدامر بلاتز. كانت إحدى الساقين متجذرة في الإسمنت الذي كنت أقف عليه. وكانت الأخرى على سحابة. لقد قطعت إلى نصفين.

I am not a “refugee” in Berlin. I have left my refugee ID card in Istanbul, that city that used to be my girlfriend, the city that taught me how to dance and turned me into a sponge that swallows bars and never gets drunk. I flew to Berlin because after Trump’s “Muslim ban” I was refused to enter the US where I had received a scholarship to finish my degree in Petroleum Engineering. I was given an opportunity to study in Berlin. I am here on a student visa, but still a refugee in Istanbul.

It’s inherited in my personality to be always looking for a home, to dance when I hear Arabic music, even if I am at the greatest of my sorrows. I put on the new Airpods I got as a gift for my birthday, on my third-celebrated birthday ever. I am 29, and I never had a birthday party in Syria.

I begin thinking about the city I belong to. The memories in my head clash and clatter. I belong to both Istanbul and DeirEzzor, but when I think about “home,” I smell water, rivers, and the ocean.

I open the “Painter app” on my phone. I draw a river in blue and a girlfriend in red. That’s my home.

The music starts slow as I take the elevator to the last floor of my office building. I start chasing the Spree River lines. It doesn’t look like my Euphrates – the famed birthplace of the civilization I belong to. It doesn’t look like the Bosphorus. Metal buildings and techno music besiege the Spree.

I start thinking about Berlin from above. Potsdamer Platz was completely rebuilt after the fall of the wall and I am in the highest building in this area, a capitalistic center where lots of NGOs and corporations have their offices. I bet there are a hundred nationalities in this building in the morning, but it’s Saturday, 8.30 pm, and people must be preparing to go dancing somewhere. The space changes and shifts through time. It’s as if I am in a completely different zone.

I am alone in the building: just me and the lights. I am scared.

I used to think – the first time I took an airplane from Istanbul to New York back in 2015 – that God must be happy looking at Istanbul from high up. I used to tell myself, “It is a city that makes gods laugh.” And now, while I am on the 20th floor of the WeWork Atrium tower, I ask myself if God feels happy looking at Berlin from above. What does God think of looking at a city full of lights, metal, and questions? What is “god”? Is “God” a she or a he? I used to be the only religious kid in my family, I never doubted “God”. Berlin is a city of extraordinary questions and no answers. It never answers.

 Marshall Berman writes: “To be modern is to find ourselves in an environment that promises us adventure, power, joy, growth, the transformation of ourselves and the world — and, at the same time, that threatens to destroy everything we have, everything we know, everything we are” (2). This statement doesn’t only pertain to the urban development and destruction humans are causing, it also refers to our own being, and our personalities. I am not the same kid that sleeps on the streets anymore.

In my city, I used to run out to the streets when electricity was cut off. And, believe me, this happened a lot. I liked the darkness because it opened our windows/eyes towards the sky. There was no haze, no clouds, and it never snowed in my town. I used to lie on the street and look up at the sky, naming the stars after the people who mean a lot to me.

Now, I look at Berlin from above, and ask myself, how did the sky fall onto the streets? How did they get all these stars on such empty streets? What names can I give these street lights? What is love? What am I?

I start walking from Potsdamer Platz towards the subway station. The night is a friend of refugees and tired workers, it wraps their faces in darkness just as those who cry hide under the rain. The river, next to the station, has a bridge arched over it. I start remembering the bridge of my first kiss, in my hometown. That bridge is completely destroyed now. I am on a bridge of no memories for me, but it has the spirit of my childhood bridge. It cuts the river in half. Space collapses, and the bridge cuts me in half. The river here is also different than the one in my city. There, it’s like a vein, or a generous grandmother who keeps feeding you, even if you swore a thousand times that you are already very full.

The Euphrates is me, and it keeps floating, it keeps moving, it never stops.

In Berlin, the river cuts the stars, the lights, and the newly constructed buildings. Here there are few humans around at night. I look around, no one is there. So, I shout.

I take the U-Bahn and go towards Hermannplatz, just off Sonnenallee known as the “Arab Street.” A place where “refugees” find a home, amongst the Arabic names of restaurants, supermarkets, and shisha bars. It’s also where modernity expresses itself on multiple levels. All this globality within one neighborhood. A McDonald’s close to Aldimashqi restaurant. Lots of rental e-scooters scattered near a guy asking for “money for weed” as the cardboard sign he holds proclaims.

,” Garnette Cadogan talks about his experience of being a young black Jamaican man walking in New Orleans: ”I wasn’t prepared for any of this. I had come from a majority-black country in which no one was wary of me because of my skin color. Now I wasn’t sure who was afraid of me.” I have felt like this a thousand times in Berlin.

The “Arab Street” is a place where I experience the reality of being “normal” on a street where most of the people look like me. I hear Arabic every two meters as I walk. I smell “Arabic” food on every corner though restaurant workers aren’t as generous with sauces and flavors as they used to be back in Syria.

The Arab Street never closes its doors to Berliners. The frying oil smell is always there, a friend or a foe to the people who pass by. I shout again, in front of the restaurant. A kid standing by with his mom laughs at me.

In Syria, I used to shout for freedom and democracy since the first day of the revolution. I took to the streets, was chasing death and life, teasing both, poking them like a friend. I did not want to die, but I did not care if it happened. Every time I went out, I dropped a kiss on my mother’s cheek and asked her to forgive me. Shouting was an expression of resistance. It was my alphabet of freedom. Shouting was a celebration of all the values I believed in.

During my walk in Berlin, I shout only three times. On the bridge, in front of the restaurant, and in a shisha bar, as I call out to the shisha boy to bring me more coal. I smoke shisha every day, until my throat is sour. Until I feel the same pain in my throat that I felt in Syria, back when I was a protester. I never tasted an excellent “shout” after I left Syria. I never knew in which language I should shout outside of my hometown. There is a different meaning to my voice now, and almost no meaning for my shouts.

I lost my voice singing at a concert when a Syrian band called Khebez Dawleh was singing about home and rivers. Now I don’t know what’s home. Now I don’t shout as I please. During this walk, these self-prescribed shouts made a little sense. And yet, they made me jump back into the memory; they made the space shift, merge, confuse me, annoy me, and make me happy — a thousand feelings in one single shout. I smelled the Euphrates while I was standing on the bridge near Potsdamer Platz. One leg was rooted in the cement I was standing on. The other was on a cloud. I was cut in half.

On The Frontline: Walking while cut in half

" دير الزور: إرث من التهميش والمعاناة "


تعد دير الزور ثاني أكبر محافظة في سوريا، حيث تقع على شواطئ نهر الفرات ويبلغ عدد سكانها أكثر من 1,600,000 نسمة وفقا لتعداد عام 2007. والمعروف في دير الزور بسوريا بثروة حقوله النفطية والغازية والزراعة والتجارة بسبب نهر الفرات وموقعها على طرق القوافل التجارية، وهي تاريخيا وسيلة للتجارة بين مدن العالم.

وكانت دير الزور ناشطة في المظاهرات ضد الحكومة السورية منذ الأيام الأولى للثورة، وفي 22 تموز/يوليو 2011، شهدت مدينة دير الزور واحدة من أكبر التظاهرات في التاريخ حيث خرج أكثر من 500,000 مدنيا في الشوارع يطالبون بالحرية والديمقراطية وسقوط النظام.

بعد عسكرة الثورة، اختار العديد من المدنيين في دير الزور حمل السلاح ضد الحكومة. وأدى ذلك إلى تحرير مناطق واسعة من ريف دير الزور بنهاية عام 2012، واستيلاء الجيش السوري الحر على بعض أحياء المدينة. وشهدت هذه الفترة تشكيل العديد من منظمات المجتمع المدني وهياكل الحكم: أكثر من 73 مجلسا محليا، وأكثر من 29 منظمة غير حكومية ومنظمات المجتمع المدني.

كان ذلك إلى أن دخل داعش إلى شرق سوريا وبدأ في غزو البلدات والمدن واحدا تلو الآخر، وتنفيذ مجازر واسعة النطاق مثل مذبحة الشعيطات التي أدت إلى مقتل أكثر من 1,100 مدنيا من عشيرة واحدة، الشعيطات. وبعد تلك المجزرة، قرر عدد كبير من نشطاء دير الزور ومقاتلي الجيش الحر مغادرة المحافظة إلى شمال حلب ودمشق وإدلب وحسكة، فيما لجأ آخرون إلى تركيا والأردن.

إن الاطلاع على آخر إحصائيات النازحين في دير الزور - أكثر من 192,000 نازحا داخليا بحلول 8 تشرين الأول/أكتوبر - لا يمكن أن يعطي صورة كاملة لأوضاع المحافظة التي عانت على مدى ست سنوات من الحرب منذ بداية الثورة السورية. ويمكننا أن نشعر ببعض التعقيدات والمأساة عندما نعلم أن هذه الموجة الحالية من النزوح التي يعاني منها شعب دير الزور هي الرابعة من نوعها.

وشهدت دير الزور أول موجة نزوح في منتصف 2012 بسبب الضربات الجوية الكبيرة التي تعرضت لها المدينة وضواحيها من نظام الأسد عندما فقد النظام السيطرة على المحافظة لصالح الثوار.

الموجة الثانية كانت في يوليو/تموز 2014 بعد سيطرة داعش على المحافظة، حيث نزح معظم النشطاء المدنيين وأعضاء المجالس المحلية وأعضاء الجيش الحر وغيرهم من المواطنين. الموجة الثالثة كانت في بداية عام 2016 بسبب التدابير المتزايدة الصرامة التي اتخذها داعش ضد المواطنين المحليين ومطاردة داعش وذبحها لأشخاص عارضوا سيطرته. وقد زادت النزوح في نهاية العام الحالي بسبب العشوائية.

قصف جوي وضربات جوية من قبل القوات الجوية الروسية وقوات التحالف، التي استهدف معظمهم المناطق المأهولة في البلدات والقرى في المحافظة. ومن المهم أن نلاحظ، بعد خريطة المشردين داخليا عبر موجات النزوح الأربعة، أن المشردين داخليا توجهوا نحو المناطق التي كانت خارج سيطرة نظام الأسد. وذلك لأسباب سياسية تتعلق بتاريخ هذه المحافظة. وخلال موجة النزوح الأخيرة، غادروا القرى والبلدات والمدن التابعة لمحافظة دير الزور الواقعة تحت سيطرة نظام الأسد وحلفائها من الميليشيات الإيرانية والعراقية. فعلى سبيل المثال، لم يعد في ضواحي دير الزور الواقعة غرب نهر الفرات (التي تسكنها عشيرة بوساريا) سوى 4,000 شخصا من أصل 70,000 نسمة، بحسب ما ورد في شبكات للنشطاء والتوثيق.

وتاريخيا، عانت محافظة دير الزور من التهميش ونقص التعليم والخدمات والرعاية والتنمية خلال 40 عاما من أسرة الأسد وحزب البعث. مستوى الخدمات في دير الزور اقل من جميع المحافظات الأخرى، من الاتصال، إلى الرعاية الصحية، إلى التعليم. ولا يوجد في المحافظة مرفق صحي للأمراض المزمنة لمرض السكري وأمراض القلب. ولم تفتتح الجامعة إلا في دير الزور في عام 2006 رغم الدعوات التي تدعو إلى إنشاء جامعة واحدة.

أكدت سوريا نتائج إهمال حكومة الأسد للمنطقة. وأشارت إلى أن المناطق الشمالية الشرقية من سوريا ودير الزور والرقة والحسكة كانت تحتوي على أعلى نسبة من الفقر في البلاد؛ الفقر المدقع الشديد والواسع الانتشار. ويتراوح مستوى الفقر في هذه المناطق بين 9.17 في المائة و 11.2 في المائة، بينما تبلغ نسبة الفقراء 35.8 في المائة من السكان.

هذا المستوى المرتفع من الفقر رغم أن هذه المناطق هي الأكثر إنتاجا من المحاصيل الاستراتيجية، التي تعتمد عليها الحكومة السورية في التصدير والصناعات الداخلية، كالقمح والشعير وبنجر السكر ،القطن والذرة. وتعد دير الزور ثاني أكبر مركز لتربية الخراف في سوريا.

وتشمل هذه المناطق أيضا خزان الطاقة الاستراتيجي في سوريا من النفط والغاز: ويقع حقل العمر النفطي في دير الزور. و الأمية مرتفعة في هذا المجال. وفي دير الزور عام 2004، بلغت نسبة من يعرفون القراءة والكتابة بين سنتي 15 و24 سنة 78.3 في المائة فقط، في حين بلغت النسبة الوطنية 92.5 في المائة. (2)

في السنوات العشر التي سبقت الثورة السورية، تسببت السياسات الاقتصادية للحكومة السورية في إلحاق أضرار جسيمة بمشاريع المحافظة الزراعية والحيوانية الخاصة، ما أدى بدوره إلى خروج الكثير من المواطنين من الأراضي السورية

القطاع الزراعي والبحث عن فرص عمل بديلة أخرى داخل دير الزور وخارجها. وبإرتفاع معدلات الهجرة، (3) اعتبرت دير الزور محافظة طرد المواطنين.

وتعاني دير الزور المهمشة اليوم من الكثير من الفوضى والويل. وتشمل التحديات الإنسانية انتهاكات ضد مواطنيها بسبب الحملات العسكرية، والانتهاكات التي يتعرض لها المشردون داخليا في مناطق الإدارة التي تخضع للحكم الذاتي للقوات المسلحة أو في نقاط التفتيش العسكرية التابعة للقوات الديمقراطية السورية، فضلا عن الظروف الإنسانية الفظيعة التي يعاني منها جميع المشردين داخليا الذين يركضون الحرب في كل من أماكن النزوح.

كما يواجه سكان دير الزور تحديا سياسيا. ويتم إهمال آرائهم، ولا يسمح لهم بالمشاركة في رسم مستقبل محافظتهم ضمن حل سياسي سوري عبر انتقال سياسي وديمقراطي.

ونظم نشطاء ومواطنون دير الزور أنفسهم عسكريا وسياسيا في مناطق النزوح الجديدة داخل سوريا أو في الدول المجاورة، خصوصا تركيا، كمجالس محلية ومنظمات مجتمع مدني ومراكز ثورية وخدمية وتجمعات إعلامية وتوثيق، إضافة إلى الألوية العسكرية.

غير أن مواطني دير الزور يجدون أنفسهم مهمشين وغير قادرين على التأثير على مشاريع الحكم والإدارة والإدارة في محافظتهم. هذه كانت تجربتهم منذ محاولاتهم لمعالجة أزمة التشرد الحالية، وحتى المناقشات العامة حول تفضيلاتهم الخاصة بنوع ووسائل إدارة مناطقهم في مرحلة ما بعد داعش.

إن الأحزاب التي تسعى للسيطرة على دير الزور وموارده تعتمد على عناصر فردية تتناسب مع خططها ورؤيتها لإدارة المحافظة بعيدا عن آراء وتفضيلات مجموعة أوسع وأكثر تنوعا من المواطنين. وقد يصبح ذلك أحد أسباب عدم الاستقرار في المحافظة في المستقبل.

على سبيل المثال، فإن قوات الدفاع الذاتي، أو حلفاء الائتلاف الدولي على الأرض، تعتمد على أفراد من أحزاب عسكرية ومدنية ليس لديهم تأثير كاف، ولا تعتمد أيضا على أشخاص ينتمون إلى أحزاب

الكفاءة، أو القبول المدني، أو السمعة الجيدة في بعض الحالات.

تعمل مجموعة واسعة ومتنوعة من نشطاء و ثوار وسياسيين في دير الزور على تطوير مشروع الإدارة المدنية في دير الزور

ومحافظة الزور لمرحلة ما بعد داعش هي التي تمثل المحافظة في القضايا الاستراتيجية وتتكلم باسمها وتعمل على التلاحم الاجتماعي وتقدم الخدمات لمواطنيها.

إضافة إلى ذلك، للتواصل مع تلك الدول الإقليمية والدولية المهتمة بحقوق الشعب السوري والتي تريد إخراج سوريا منها

نظام قمعي إلى بلد ديمقراطي، أكثر تنوعا، موحد ومدني.

وقد اتصل الناشطون بالعديد من المنظمات الدولية والحكومات، ولكن من دون أن تكون لهم أي نتيجة حتى الآن. وهم يعتقدون أن عدم الاستجابة هو نتيجة لتركيز التحالف الدولي على داعش بشكل فردي وضيق، وهو أحد أعراض المرض الأكثر شمولا.

فبدلا من معالجة السبب الأساسي للصراع السوري، لا تهتم الولايات المتحدة وشركاؤها إلا بتطبيق المساعدات الجماعية. كل الأطراف تفشل في وصف علاج المرض الذي هو داعش والأسد، وهو الدعم

الحكم المحلي والهياكل الديمقراطية.

يعتقد سكان دير الزور أن دعم الحكم المحلي يمكن أن يتم بالتنسيق مع العمل العسكري، مما سيضمن أن يحكم السكان المحليون المناطق المحررة، وبالتالي لا يتيح أي فرصة للخلافات التي تنجم عن غياب الحكم في المناطق المأخوذة من سيطرة داعش أو من إدارة المناطق المحررة بشكل لا يتوافق مع الاجتماعي والسياسي

ويصبح السؤال الرئيسي هو هل سيستمع المجتمع الدولي إلى أهالي دير الزور ويدعمون مطالبهم أم سيستمر في تهميش هؤلاء وتهميشهم

أهملهم؟ لم يفعل المجتمع الدولي ذلك مرة واحدة ونتيجة لذلك ولد داعش.

Deir Ezzor is the second biggest province in Syria, sitting on the shores of Euphrates river, with a population of over 1,600,000 according to the 2007 census. Deir Ezzor is known in Syria for the wealth of its oil and gas fields, and for agriculture and trade due to the Euphrates river and to its position on the routes of commercial caravans, historically a means of trade between the cities of the world.

Deir Ezzor was active in the demonstrations against the Syrian government since the very first days of the uprising, and on the 22nd of July 2011, Deir Ezzor city witnessed one of the biggest demonstrations in the history of the revolution, as more than 500,000 civilians marched in the streets and demanded freedom, democracy, and the fall of the regime.

After the militarisation of the revolution, many Deir Ezzor civilians chose to take up weapons against the government. This led to the liberation of large areas of the countryside of Deir Ezzor by the end of 2012, and to the Free Syrian Army (FSA) taking over some neighborhoods of the city. This period witnessed the formation of many civil society organisations and governance structures: more than 73 local councils, and more than 29 NGOs and CSOs.

That was until ISIS came into eastern Syria and started invading the towns and cities one by one, and carrying out large scale massacres like the Shoitat massacre that led to the death of over 1,100 civilians of one tribe, Shoitat. After that massacre, a massive portion of Deir Ezzor activists and FSA fighters decided to leave the province for northern Aleppo, Damascus, Idlib, and Hasakah, and others sought refuge in Turkey and Jordan. Viewing the recent statistics of displaced people of Deir Ezzor—over 192,000 IDPs by 8th October—cannot give a full picture of the conditions of the province, which has suffered over six years of war since the start of the Syrian revolution. We can sense some of the complexity and tragedy when we know that this current wave of displacement that Deir Ezzor’s people are enduring is the fourth of its kind.




Deir Ezzor witnessed the first displacement wave in mid-2012 due to the massive air strikes the city and its suburbs suffered from the Assad regime when the regime lost control of the province to the revolutionaries. The second wave was in July 2014 after ISIS took control of the province, where most civil activists, local council members, and FSA members were displaced as well as other citizens.

The third wave was at the beginning of 2016 because of the increasingly strict measures inflicted by ISIS on the local citizens and ISIS’s pursuit and slaughter of people who opposed its control. The displacement increased at the end of this year due to the random bombardment and air strikes by the Russian and Coalition air forces, which mostly targeted inhabited areas in the towns and villages of the province. It is important to note, following the IDP map through the four displacement waves, that IDPs headed towards the areas that were outside Assad regime control. This is due to political reasons related to the history of this province. During the latest displacement wave, they left the villages, towns, and cities of Deir Ezzor province that came under the control of the Assad regime and its allies, the Iranian and Iraqi militias. For example, the western Deir Ezzor suburbs to the west of Euphrates river (inhabited by Bosaraya clan) now only has 4,000 people out of an original population of 70,000, according to activists and documentation networks.

Historically, Deir Ezzor province has suffered marginalization and lack of education, services, care and development during the 40 years of Assad’s family and the Ba’ath party. The services level in Deir Ezzor is less than in all other provinces, from communication, to healthcare, to education. The province does not have a chronic illness healthcare facility for diabetes, and heart diseases. The university in Deir Ezzor only opened in 2006 despite longstanding calls to establish one. The UNDP’s 2005 poverty statistics(1)report on Syria confirmed the results of Assad government’s neglect of the area. It indicated that the northeastern regions of Syria, Deir Ezzor, Raqqa, and Hasakah, contained thehighest percentage of poverty in the country; deep, severe and widespread poverty. The poverty level in these areas is between 9.17% to 11.2%, whilst the percentage of poor people is 35.8% of the population. This high level of poverty is despite the fact that these areas is have the highest production rate of strategic crops, which the Syrian government relies on for exports and the internal industries, like wheat, barley, sugar beet, cotton, and corn.

Deir Ezzor is also the second biggest centre of sheep breeding in Syria. These areas also include the strategic reservoir of power in Syria from oil and gas: Al-Omar oilfield is located in Deir Ezzor. Illiteracy is high in this area. In Deir Ezzor in 2004 the percentage of people who know how to read and write between the ages of 15 and 24 only reached 78.3%, whereas the national percentage is 92.5%. (2)




In the ten years prior to the Syrian revolution, the Syrian government’s economic policies caused huge damage to the province’s private agricultural and livestock projects, which in turn led to many citizens leaving the agriculture sector and looking for other substitute job opportunities inside and outside of Deir Ezzor. With its high migration levels,(3)



Deir Ezzor was considered aprovince which kicked citizens out. Marginalized Deir Ezzor today suffers a lot of chaos and woe. Humanitarian challenges include violations against its citizens due to the military campaigns, the violations IDPs endure in the PYD-ruled autonomous administration areas or at Syrian Democratic Forces (SDF) military checkpoints, not to mention the horrible humanitarian conditions all the IDPs running from war suffer from in each of their displacement locations. The citizens of Deir Ezzor also face a political challenge.

Their opinions are being neglected, and they are not being allowed to participate in drawing the future of their province within a Syrian political solution through a political and democratic transition. Deir Ezzor activists and citizens reorganized themselves militarily and politically in their new areas of displacement inside Syria or in the neighboring countries, especially Turkey, as local councils, civil society organizations, revolutionary, service, media gatherings and documentation centers, in addition to the military brigades.

However, Deir Ezzor citizens find themselves marginalized and unable to influence the projects of governance and management/administration of their province. This has been their experience from their attempts to tackle the current displacement crisis, to the public discussions of their preferences of the type and means of administering their areas in the post-ISIS phase. The parties seeking to control Deir Ezzor and its resources depend on individual components which fit their plans and visions to administer the province awayfrom the opinions and preferences of a wider, more diverse group of citizens. This could become one of the reasons of instability in the province in the future. For example, the SDF, the International Coalition’s allies on the ground, rely on individuals from military and civil parties who do not have enough influence, nor efficiency, nor civil acceptance, nor a good reputation in some cases.

A broad and diverse spectrum of Deir Ezzor activists, revolutionaries and politicians are working on developing a project for the civil administration of Deir Ezzor province for the post-ISIS phase to represent the province on the strategic issues, to speak in its name, work on social cohesion and providing services to its citizens. Additionally, to communicate with those regional and international countries who are concerned with the Syrian people’s rights and who want to move Syria out of oppressive regime control towards a democratic, more diverse, unified and civil country. Activists have contacted numerous international organizations and governments, but with no result to date. They believe the lack of response is a consequence of the International Coalition’s singular and narrow focus on ISIS, which is a symptom of a more extensive disease. Rather than address the root cause of the Syrian conflict, the US and its partners are only interested in applying band-aids.

All parties are failing to prescribe the cure to the disease that is ISIS and Assad, which is support for local governance and democratic structures. Deir Ezzor’s citizens believe that supporting local governance can be done in concert with military action. This will ensure that local people govern liberated areas, thus not allowing any chance for conflicts which result from the absence of governance in areas taken from ISIS’s control or from the administration of the liberated regions in a way that is not compatible with the social and political customs of those areas. The key question becomes, will the international community listen to the people of Deir Ezzor and support their demands or will it continue to marginalize and neglect them? The international community failed to do so once and ISIS was born as a result.

DeirEzzor: A legacy of marginalization and suffering


مع انتشار فيروس كورونا المستجد في جميع أنحاء العالم، تتوقع المنظمات الصحية كارثة إنسانية في سوريا التي مزقتها الحرب. في غياب البنية التحتية الصحية الملائمة، يواجه المعتقلون السياسيون في سوريا - الذين هم من بين السكان الأكثر ضعفا في البلاد - كارثة إنسانية وشيكة.

و لتجنب هذه الكارثة، يتعين على صناع السياسات أن يدفعوا النظام السوري إلى إطلاق سراح هؤلاء المعتقلين على الفور.


لقد تركت تسع سنوات من الحرب المتواصلة النظام الطبي السوري في حالة خراب. في شمال شرق البلاد، لا يوجد سوى عشر أجهزة تهوية للبالغين في منطقة يبلغ عدد سكانها مليوني نسمة([1]). وفي شمال غرب سوريا، الذي يبلغ عدد سكانه أربعة ملايين نسمة - بما في ذلك مليون شخص نزحوا داخليا مؤخرا - لا يوجد سوى ثلاثة مستشفيات كاملة التجهيز([2]). ونتيجة لذلك، يقدر الأطباء أن أكثر من 100,000 شخص قد يموتون من مرض كورونا (كوفيد-19) في محافظة إدلب الشمالية الغربية وحدها.[3]

يعرف محمد بدران، وهو سجين سابق في "مركز الفرع 291" المروع في المخابرات العسكرية، عن كثب عدد الإصابات التي يمكن أن يحدثها مرض مثل كوفيد-19 في السجون السورية.[6] وقال لنا إن المعتقلين لن ينجوا من تفشي فيروس كورونا - حتى ولو كان مرضا بسيطا يمكن أن يؤدي إلى الموت في أحد السجون السورية. وإذ تذكر ظروف زنزانته، قال بأسف: تركنا لنموت. فكثيرون ممن أصيبوا بالإسهال ماتوا منه.[7] وغالبا ما كانت جثث السجناء تتلف لأيام في الزنزانة المكتظة. وأضاف: "لو دخل فيروس كورونا إلى الزنزانة التي كنت فيها، لما نجا شخص واحد، صغيرا كان أم كبيرا"[8]

ويخشى بعض السوريين أن يستخدم الأسد الوباء عمدا لتخليص نفسه من المشاكل السياسية. انضمت اللاجئة سمر علوني إلى أطفالها في هولندا منذ أربعة أسابيع بعد فرارها من سوريا. لكن سلامتها المكتشفة حديثا حلوة جدا. ولا يزال زوجها في سجن سوري، حيث يقبع منذ أن ألقى به النظام السوري في مركز احتجاز عشية عيد الميلاد قبل ست سنوات تقريبا. سمر لم تره منذ ذلك الحين، وهي غير متأكدة حتى من أنه لا يزال على قيد الحياة. والآن هي قلقة من أن النظام يخطط لاستخدام كوفد-19 للتخلص من المعتقلين، بمن فيهم زوجها. "من سيوقف الأسد إذا أستخدم [الفيروس] كسلاح آخر للقتل الجماعي المحتجزين السياسيين؟ "[9]". وقد عكست سمر، وهي تختنق، حالة الإغلاق التي فرضها وباء فيروس كوفيد-19 في البلدان الأوروبية، قائلة: "يشعر الناس بالموت بعد أن تم حبسهم لبضعة أسابيع، ولكن زوجي ظل محبوسا لسنوات حتى الآن"([10]) وحتى بعد ما يقرب من ست سنوات، لا تزال سمر تأمل في أن يتمكن أطفالها من رؤية والدهم حيا مرة أخرى، ولكنها لا تعول على المجتمع الدولي للتدخل. أنهت لقاءاتنا بازدراء قائلة: لا تتعبوا أنفسكم مطالبة حكومات العالم بوقف (الأسد). لقد خذلونا جميعا.[11]

وعلى الرغم من سخرية سمر، يجب على المجتمع الدولي اغتنام هذه اللحظة لدفع نظام الأسد لإطلاق سراح هؤلاء السجناء. وأخيرا، بدأ الصراع السوري ينحسر مع تحرك الأطراف الرئيسية المشاركة في الصراع نحو حل سياسي([12]). وأي حل نهائي، كما أعلن مجلس الأمن التابع للأمم المتحدة بالإجماع عندما اتخذ القرار 2254 في عام 2015، يجب أن يشمل الإفراج عن المحتجزين([13]). ورغم التقدم الضئيل الذي تم إحرازه منذ عام 2015، فإن التحولات الأخيرة في المشهد السياسي تجعل التوصل إلى اتفاق سلام اليوم أكثر ترجيحا من أي وقت مضى. فعلى سبيل المثال، أبدت موسكو مؤخرا - وهي واحدة من الجهات الفاعلة الوحيدة التي لديها نفوذ كاف على النظام السوري للدعوة إلى الإفراج عن المعتقلين - رغبتها القوية في التعجيل بعملية السلام([14]).

وحتى تاريخ نشر التقرير، لم تسجل سوى تسع عشرة حالة إصابة بكوفيد-19 وحالتي وفاة في سوريا([17]). ولكن الواقع على الأرض من المرجح أن يكون أسوأ كثيرا. وقد بدأت بعض المنظمات الإنسانية بالفعل في تقليص تواجدها على الأرض وإغلاق مكاتبها، وسرعان ما قد لا يبقى أحد لمساعدة أحد أكثر الفئات السكانية ضعفا في سوريا. إنها مسألة وقت فقط قبل أن يتم إجتياح سوريا بالفيروس وانهيار بنيتها التحتية الطبية المثقلة بالأعباء. وإذا لم يفعل المجتمع الدولي شيئا، فإن الآلاف من السجناء السياسيين والنشطاء والمعارضين في السجون السورية سيكونون بالتأكيد من بين أول من يموتون.

As the novel coronavirus spreads across the world, health organizations are predicting a humanitarian catastrophe in war-torn Syria. In the absence of adequate health infrastructure, Syria’s political detainees—who are among the country’s most vulnerable population—face an impending humanitarian disaster. To avert this disaster, policymakers must push the Syrian regime to release these detainees immediately.

Nine years of nonstop war have left the Syrian medical system in ruins. In the country’s northeast, there are only ten adult ventilators for a region of two million people.[1] In northwestern Syria, which has a population of four million—including one million who were internally displaced recently —there are only three fully-equipped hospitals.[2] As a result, doctors estimate that over 100,000 people could die of the coronavirus disease (COVID-19) in the northwestern province of Idlib province alone.[3]

While humanitarian organizations scramble to protect displaced Syrians living in refugee camps, few have voiced concern over Syria’s political prisoners who are languishing in Assad’s detention centers. Syria’s detention centers currently hold an estimated 128,000 detainees, many of whom are prisoners of conscience, political activists, human rights defenders, and peaceful protestors arbitrarily detained by the Assad regime.[4] If the Syrian government does not release political prisoners immediately, they will once again have the blood of innocent lives on their hands.

Regularly subjected to torture, the prisoners will soon face something that may prove even more lethal: COVID-19. The squalid conditions in the regime’s detention centers are ideal for spreading coronavirus. Social distancing is impossible in the overcrowded prisons, which often keep up to 50 people in a single 4-by-6-meter cell.[5] Prisoners have no access to clean water and cannot wash themselves or sanitize their cells. Furthermore, most detainees, already in poor health, have no access to medical care. These cold, dark, and damp prisons are likely to be epicenters of massive outbreaks of COVID-19. In Assad’s prisons, there are no hand sanitizers or surgical masks, no ventilators or intensive care units. In Assad’s prisons, if you get sick, you die.

Mohammad Badran, a former prisoner of the Military Intelligence’s notoriously horrific Branch 291 Center, knows first-hand the toll that a disease like COVID-19 could wreak on Syria’s prisons.[6] He told us that detainees will not survive an outbreak of coronavirus—even a minor illness can spell death in a Syrian prison. Recalling the conditions of his cell, he lamented, “We were left to die. Many people who just got diarrhea died from it.”[7] The inmates’ dead bodies were often left to rot for days in the overcrowded cell. He added, “If the coronavirus had entered the cell that I was in, not a single person would have survived, whether young or old.”[8]

Some Syrians worry that Assad will purposely use the pandemic to rid himself of political problems. Samar Allouni, a refugee, joined her children in the Netherlands four weeks ago after fleeing Syria. However, her newfound safety is bittersweet. Her husband remains in a Syrian prison, where he has been since the Syrian regime threw him in a detention center on Christmas Eve almost six years ago. Samar hasn’t seen him since, and she isn’t even sure if he is still alive. Now she worries the regime is planning to use COVID-19 to get rid of detainees, including her husband. “Who would stop Assad if he used [the virus] as another weapon for the mass killing of the political detainees? Don’t tell me he can’t.”[9] Choking up, Samar reflected on COVID-19 lockdowns in European countries, observing that “people feel dead after being locked in for a few weeks, but my husband has been locked up for years now.”[10] Even after almost six years, Samar still hopes that her children will get to see their father alive again, but she is not counting on the international community to step in. She ended our interview despondently, saying, “Don’t bother telling the world’s governments to stop [Assad]. They’ve all failed us.”[11]

Despite Samar’s cynicism, the international community should seize on this moment to push the Assad regime to release these prisoners. The Syrian conflict is finally starting to wind down, with the key parties involved in the conflict moving towards a political solution.[12] Any eventual solution, as the UN Security Council unanimously declared when it adopted Resolution 2254 in 2015, must include the release of detainees.[13] Though little progress has been made since 2015, recent shifts in the political landscape make a peace deal more likely today than ever before. For example, Moscow—one of the only players with enough leverage over the Syrian regime to advocate the release of detainees—recently signaled its strong desire to accelerate the peace process.[14]

As the major players in Syria shift towards a political solution, a strategic window of opportunity to secure prisoner releases is opening. However, to ensure the moment isn’t wasted, the international community must immediately mount a pressure campaign. Russia has little incentive to push Assad without a concerted effort from the United States, European Union, and United Nations to demand the release of detainees. A release would not only avert a humanitarian catastrophe but could also serve as a confidence-building measure in the fragile peacemaking process. As Geir Pederson, the UN Special Envoy for Syria, noted in October 2019, a release of prisoners would “send a very powerful signal that we are indeed serious about making a new beginning for Syria.”[15] Such a confidence-building gesture should be attractive to Russia, which seeks a political resolution to the conflict.[16] Now, with a humanitarian catastrophe looming, the time is riper than ever to push the Assad regime to release the thousands of political prisoners that it is currently holding in its detention centers.

As of publication, there have only been nineteen COVID-19 cases and two deaths in Syria.[17] But the reality on the ground is likely much worse. Some humanitarian organizations are already scaling back their presence on the ground and closing offices, and soon there might be no one left to help one of Syria’s most vulnerable populations. It is only a matter of time before Syria is overrun with the virus and its overburdened medical infrastructure collapses. If the international community does nothing, thousands of political prisoners, activists, and dissidents in Syria’s prisons will almost certainly be among the first to die.
